    In an unprecedented election in Banner County, write-in candidates determined the outcome of the election. Both incumbent Banner County commissioners lost their bid for re-election to write-in candidates Robin Darnall and Laif Anderson. Anderson had 254 votes and Darnall had 221, while Commissioners' Sandberg and Post had 113 and 108, respectively. All totals are unofficial until the canvassing board meets.     The Nov. 1 Kimball City Council meeting opened with a postponement of a public hearing and a postponement of a vote on Ordinance No. 807 – for the proposed annexation of the Warner/Substation Property south of Horseshoe Hill area. The ordinance is expected to be voted on at the Nov. 15 meeting. The council switched to current business, which included a discussion of Ordinance No. 811 regarding the discharge of firearms.     Retired Col. Tony Baker is this year's keynote speaker for the 21st annual Kimball Jr/Sr. High School Civics Class Veterans Day program. In 2000, Baker completed a deployment to the Bosnia and Kosovo NATO mission. In 2001, he deployed to Ethiopia, Eritrea, Djibouti, and Somalia Theater of operations helping train the Ethiopian Army.     William Serrano, charged with shooting his girlfriend Tessa Ghering at their home in Kimball, has been scheduled for a motion hearing next month. Ghering died at the scene.     A handful of junior high student/athletes choose to participate in two sports in the same season. Completing one sport is an accomplishment, but two. The students spoke to the Observer during lunch period on Halloween day. Each of the six double-sport athletics had unique and inspiring reasons for working and practicing doubly hard.     Potter-Dix's undefeated Coyote Football team hosted the 7-and-2 Pawnee Indians for the the quarterfinals of the D6 NSAA playoffs at Combs Field in Potter Friday, and were dealt a 62-47 loss that ended their season and hopes for a D6 State Title.   • 30 Feral Cats In Kimball Could Be Fixed In One Weekend

    The feral cat problem was once again on the Kimball City Council agenda. Tiffany LaBeau, the founder of Kimball's Trap Neuter Release, said the City of Kimball approved her fund request to help 30 feral cats. The council approved $2,500 of Keno Funds for this program.     At 1 p.m. Friday, the Kimball Dispatch Center went from using paper and pencil to recording calls into the 21st Century using a web-based computer program. With Kimball County now into the 21st Century, only four other agencies in Nebraska – including Banner and Sioux – are operating with paper and pencil and written reports.     Ethel A. Yung, 95, formerly of Kimball, NE, and Newell, SD, died peacefully at Spearfish Monument Hospital on October 30, 2022, surrounded by her family. She had resided at Rolling Hills Nursing Home in Belle Fourche most recently. Ethel was born in Englewood, CO, on July 23, 1927, to Orval and Martha Armintrout.
