    A stop sign violation led to methamphetamine charges involving 10 to 27 grams for two Scottsbluff residents. According to the arrest affidavit, on Dec. 27 at approximately 8:30 p.m., Nebraska State Trooper I. Jaramillo was stationary observing the stop sign at the intersection of Old Highway 71 and Highway 71 in Kimball County when a silver passenger vehicle violated the stop sign.     A Kimball man, Shane Serrano, has been scheduled for sentencing for terroristic threats made against Kimball police officers in July 2018. Judge Derek Weimer on Jan. 8 scheduled the sentencing in Kimball County District Court. The sentencing is scheduled for 11 a.m. Feb. 5. Serrano was arrested July 7, 2018, on charges including domestic assault, bond violation, terroristic threats, resisting arrest, disturbing the peace and driving under the influence.     According to an arrest affidavit, Jarred Neuhalfen of Kimball was arrested at approximately noon on Dec. 10 and charged with a felony count of strangulation. Andy Bremer, Kimball police chief, was contacted by Kimball High School in reference to an altercation involving a minor.
