IRS mandates changes in operations of golf course pro shop

The Kimball City and County Park and Recreation Executive and Operating Boards met Sept. 30 for the purpose of looking at management proposals for the Four Winds Golf Course Pro Shop.

The Internal Revenue Service (IRS) recently told the city and county that the relationship with the Four Wind Pro Shop management was more of an employee relationship rather than that of an individual contractor.

“We were told by the IRS that the city either needed to absorb the pro shop manager as a city or county employee, or we needed to make some changes to treat them as a true individual contractor,” said City Administrator Daniel Ortiz.

In order to make sure that the relationship between the city and Chad Wise, who operates the pro shop, is that of a contractor relationship, the city and county must open allow others to make bids to run the pro shop. Proposals for contractors interested in the golf course are due at 3 p.m. on Friday, Nov. 14.

“Again, we are doing this so that way we will be in compliance with federal standards. If we don’t comply, then we are looking at facing some very hefty fines. So what we do is make our relationship with Chad a more defined one to reflect him being an individual contractor and then hopefully that satisfies the IRS,” Ortiz said.

There will be a pre-proposal meeting held at 2:30 p.m. on Oct. 27 at the golf course. The boards hope to have everything finalized by Jan. 1, 2015.
