Former Clinic CEO Faces Felony Charge

Stoney Vance Charged With Theft Of Stolen Ambulance Property

Stoney Vance, former CEO/manager of Arrow Medical, is scheduled to be arraigned in Kimball County Court on April 26. He is charged with a Class 4 felony theft-receiving stolen property. The value of the stolen property from a Kimball EMS ambulance was estimated to be $2,269.

An arrest warrant was issued March 21 for the former CEO. In a joint team arrest, Kimball Police and the Kimball County Sheriff's Office arrested Vance at his home in Bushnell and transported him to the Kimball County Jail.

Ten percent of his $25,000 bail was posted and Vance was released the same day.

The affidavit by Kimball Police Officer Andrew Lawson stated that on March 16, Lawson was "dispatched to 606 E. 3rd Street in reference to a theft." That is the location of Hometown Medical Group, which was known as Arrow Medical at the time.

The legal affidavit for the case states that clinic staff members said they "had located several boxes of medical related items not belonging to their clinic."

According to the affidavit, a witness stated that Vance said the items had been given to him by a paramedic.

In addition to managing Arrow Medical, Vance worked as an ambulance driver for Kimball Health Services from March 5, 2021, to February 24, 2023. The items alleged to be stolen came from the Emergency Medical Services division of Kimball Health Services when Vance was employed there, the affidavit states.

Vance was also a supply representative bringing various supplies back and forth from Regional West Medical Center in Scottsbluff to Kimball.

After an examination of the medical items by Kimball Health Services officials, it was determined that the items belonged to Kimball EMS. One of the medications located was succinylcholine, which is a muscle relaxant.

Vance was not given permission to take the items and it was determined that the items were stolen.

The items were believed to be brought into Arrow Medical between September 5, 2022 and Oct. 3, 2022.

Vance also is being investigated in a separate matter related to Arrow Medical, the affidavit states.
