    Not many people, let alone children, have endured what 2-year-old Rayah Dye has dealt with over her short life. A big Happy 2nd Birthday to the most amazing baby around. The special birthday party will have cow prints, and the birthday theme is "Moo, Moo Rayah's turning 2." Rayah was born with a rare chromosomal deficiency known as Wolf-Hirschhorn syndrome.     Kimball County is still listed as a “red county,” meaning that the county transmission rate for COVID-19 is in the high zone, according to the Centers for Disease Control (CDC). The Kimball County Manor shared with the Observer information about its COVID lockdown situation. Manor Activities Director Morgan Baker said the manor must follow the U.S. Centers for Medicare & Medicaid Services (CMS) guidelines.     In 20 minutes, almost all of the 250 bags of candy were gone. The Kimball County Manor provided the bags, while Main Street Market provided apples for the tricksters during the 2nd annual Trick-n-Trunk at Kimball Jr/Sr High School. George Risk Industries, Greg and Penny Stull and Angie Solis also added candy to the bags.     Out with the old and in with the new. The old P & D Dirt Moving building along Highway 30 on Kimball's west side was demolished last week. As the operator was razing the building, he separated the wood from the metal and concrete. Here the operator moves a huge section of the roof.     The powerhouse Potter-Dix Coyote football team improved to 9-0 on the season with a 54-0 shellacking of the visiting Sioux County Warriors in the first round of the D6 Playoffs Friday afternoon in Potter.   • Hometown Entry Lukassen First In RSNC State Finals

    The Halligan Agency hosted the Nebraska State RSNC Finals this past weekend in Kimball at the Y3 arena. Champions were crowned in four divisions based on points won throughout the year competing in Nebraska. There were a total of 10 shows offered in the state in 2021. Any contestant can compete in any state but are only eligible for the prizeline sponsored by CINCH if they have competed in 5 shows and compete on the day of finals.
